I have a honda ruckus 50cc scooter the rear brakes sound like they are dragung I back the nut almost all the way off it has slowed down bye 8 mph what can I do to fix it?

Did it slow down when you loosened the nut? Or just gradually over time?

Put the scooter on the center stand and see if you can spin the rear wheel by hand. It should turn pretty easily with only a little resistance. If it's hard to turn you've probably got brake rub.
