Remote the screw in the reservoir at the bottom of the tank. If the little reservoir is empty it will not start until it fills up again. You don't change engine oil on two stroke bikes. On this one there is an oil tank that connects to the carb where it is mixed with the fuel.

...then go find an engine from a Peugeot SR125 or SV125. They are bolt-on compatible because Honda sold Peugeot the engines for their scooters. Parts are also cheaper and easier to find. Remove the carb, take the two screws off the electric choke. Hook it up to a battery and watch it. It has a heater and wax inside, after a minute or two it should extend. If it doesn't it's bad and you need to replace it.

Normal compression for the NH125 engine is 171 psi, as you stated. Looks like you need new rings, or the cylinder has worn down and you might need a slightly larger piston. The cylinder needs to be 55 to 55.01 mm normal, max service limit is 55.05. Here are the other specs for the cylinder and pisto...

Get a top end for a Peugeot SV or SR 125. They are the same. Peugot bought engines from Honda for those scooters. I have what you need but I'm keeping mine for when my engine needs it. :)

Apparently little known secret about Honda Aero 125's and Lead NH125's. The engine and drive hardware are the same as on the Peugeot SR125 and SV125, which means engine parts are the same and are interchangeable. My NH125 engine was ruined because a previous owner had run it on E10 and it had a mass...
