Recently my belt shredded so I replaced it. The same size as what came off. I just replaced the clutch and variator but my scoot still wont go over 7200 rpm's

Why did you replace the variator when all that needs to be replaced is the weights, and only if they are worn?

If your vehicle won't go over 2K RPM (assuming it did prior to the issue), then your motor is most likely in limp mode. Limp mode is a feature of modern cars which severely reduces performance in order to do two things:
1) Allow you to drive the car to a safe location.
2) Protect further damage to the motor.

Wow. Maybe a 2022 BMW scooter will have that. But no.

I have seen a shredded belt wrap itself around the crank , check for belt fragments
