Need a 150cc engine for my 87 Honda Elite 150.
The engine on my 1987 Honda Elite 150 cc is seized. Looking to buy a new or working used 150 cc engine. I have been looking on the internet, but have been unable to locate one. Found a few used engines on ebay, but they say "was working when I pulled it." I am not to trustworthy of a private seller on ebay. Any suggestions?

If you want to buy a known working engine you'll have to buy another 150. There are no new 1987 engines. I suggest you buy the one from the seller with the highest rating on eBay, and pay with PayPal. If you get a dud, both PayPal and eBay will guarantee your money back.
Before you do that, have you taken apart your engine to see what exactly is wrong? Got pictures?
One you can try is soaking the cylinder in oil and letting it sit for a day or two. If the engine is just seized that might unseize it.

Every engine I have bought from Ebay has turned out to be good, but then again I contacted the sellers prior to purchase to confirm the condition each time.
Pretty easy to bore the cylinder and install oversize piston on a 150. I have a local scooter shop that does high quality cylinder boring with same day service. I bring the cylinder to them with a new piston in the morning and pick it up in the afternoon, bored, honed and exactly sized for piston to cylinder clearance.
